The Caspian Cluster

Joint Stock Company "Lotos Special Economic Zone" (JSC "Lotos SEZ") is the management company of the industrial-production SEZ "Lotos" in the Narimanovsky district and the port SEZ in the Limansky district of the Astrakhan region. They are united in the Caspian cluster in accordance with the Decree of the Government of the Russian Federation dated 7.11.2020 No. 1792 "On the creation of a port special economic zone and the Caspian Cluster in the Astrakhan region".

On April 21, 2015, in order to manage the SEZ "Lotos", Public Joint Stock Company "Special Economic Zone "Lotos" was registered with 100% capital of the Government of the Astrakhan region.

The Lotus SEZ is the only industrial SEZ in Russia in the Caspian region and is considered as the cargo base of the North-South MTK.

Residents of the Lotus SEZ enjoy tax benefits, which are more profitable in many positions than in other SEZs:

  • income tax has been reduced from 20% to 2% for 10 years from the date of receipt of profit (at the end of the 10-year period, income tax will also be 10%);
  • property tax has not been paid for 10 years;
  • The transport tax has not been paid for 12 years;
  • The land tax has not been paid for 5 years.

The regime of a free customs zone operates on the territory of the SEZ. Land plots are available for rent on preferential terms. It is possible to purchase the land after the completion of the plant.

The port special Economic Zone was created in the Limansky district of the Astrakhan region on behalf of the President of the Russian Federation as part of comprehensive measures for the development of the international transport corridor (ITC) "North-South".

The area of the port SEZ is 736 hectares.

Within the framework of the project, engineering preparation of the territory, construction of water supply, sanitation, electricity, gas supply and transport infrastructure facilities will be carried out. A production and operational base, a fire station and other facilities will be built.

A resident of a port SEZ can carry out both port activities and the construction, reconstruction and operation of port infrastructure facilities.

Port activities include warehousing, storage of goods, supply and equipment of ships, production, repair, maintenance, modernization of marine and river vessels, processing of aquatic biological resources, packaging, sorting, labeling of goods, simple assembly operations, stock exchange, wholesale trade and other activities.

According to Federal Law No. 116-FZ dated 07/22/2005 "On Special Economic Zones in the Russian Federation", the port SEZ regime provides residents with tax benefits and customs preferences.

Residents of the port SEZ are not subject to VAT and enjoy preferential rates for income taxes, property taxes, as well as land and transport taxes. There is also a free customs zone regime on the territory of the port SEZ.

On August 6, 2021, the Ministry of Economic Development of the Russian Federation issued a certificate of a resident of the port SEZ LLC Port Logistics Company Kaspiy with a project to build a modern port with a container terminal.
