Big Volga project

In 2024, LLC ProGorod (the VEB.RF group), with the support of the Russian Ministry of Economic Development, developed the federal interregional tourism scheme for spatial planning purposes known as the Big Volga Scheme (hereinafter referred to as the Scheme), under the state programme for tourism development and the national project "Tourism and the Hospitality Industry".

The Scheme was approved as a key development benchmark for the tourism potential of the macroregion, and is taken into account in the formation and implementation of state policy in the sphere of tourism and tourist activity (approved by Deputy Prime Minister of the Russian Federation D.N. Chernyshenko on 18 April 2025, No. DCh-P44-13834).

The Scheme is strategic in nature. It contains research materials on the tourism potential of the regions, regional tourism products, a forecast for the development of the tourism industry, and recommendations on the key directions of tourism development in the regions.
