Providing warranty support

In order to increase the availability of credit resources for entrepreneurship, the state created the Joint-Stock Company Astrakhan Collateral Fund. 09/15/2023 the company name was changed to Joint Stock Company "Astrakhan Region Development Corporation" in connection with the granting of the Company the powers of the development agency (hereinafter referred to as the Company).

One of the activities of the Company is the state support of business and SMEs (small and medium-sized enterprises) in the Astrakhan region in the form of providing guarantees for the following types of financing:

A guarantee for the Company's business in Astrakhan and the region is equivalent to a pledge. Banks and microfinance organizations, when accepting guarantees from the Company as collateral for the borrower's obligations, do not apply a discount to the amount of the guarantee.

The Company's guarantee is carried out by concluding a tripartite agreement between the Credit Institution, the borrower and the Company, provided for the unsecured part of the obligations of the SME in the amount of up to 80% of the amount of the principal debt (up to 70% to participants in purchases under 223—FZ and 44-FZ), but not more than 25 million rubles per borrower.

JSC Astrakhan Region Development Corporation provides independent guarantees for SMEs and the self-employed, who are participants in the procurement under 44-FZ or 223-FZ, in order to ensure an application for participation in the procurement, and/or obligations to fulfill the contract, and/or obligations to ensure quality assurance of goods, work, services, and also, the warranty period and (or) the scope of providing guarantees of their quality, warranty service of the goods.

• The commission for an independent guarantee is 1.5% per annum of the amount of the independent guarantee (but not more than 3% of the amount of the independent guarantee);
• The independent warranty period is unlimited;
• The amount of the independent guarantee is no more than 25 million rubles;
• The maximum amount of the guarantor's liability is 70% of the contract price (80% during the operation of the GHG regime in the Astrakhan region).
