Preferential lending for heritage

To improve the investment attractiveness of cultural heritage sites (OKN), a programme of preferential lending is being implemented for projects aimed at preserving OKN sites that are in unsatisfactory condition.

DOM.RF, the programme operator, compensates lenders for the income lost as a result of reducing the interest rate below market terms. The programme is designed to support investors in projects aimed at restoring cultural heritage sites that are in unsatisfactory condition and adapting them for modern use.

The preferential rate for loans to investors restoring OKN sites is 9% per annum in all constituent entities of the Russian Federation. A preferential loan may be obtained for the restoration of an OKN site leased or acquired by the investor from any form of public property (federal, regional or municipal). Preferential lending for OKN sites transferred to the investor before the programme was launched (28.11.2024) is available only if project documentation for the conservation works has been agreed by the authorised body responsible for the preservation, use, popularisation and state protection of OKN sites.
