Astrakhan Region Development Corporation expands access to guarantees for SMEs

Employees of the Regional Guarantee Organization (RGO), which is part of JSC Astrakhan Region Development Corporation, held an offsite working meeting with a partner bank that provides loans to SMEs within the framework of state support.

During the meeting with the representatives of the credit institution, the following key issues were discussed:

 ✅ Regulations on the procedure for interaction with credit institutions when providing guarantees and fulfilling obligations under concluded agreements.
Regulations on the procedure for calculating remuneration for issued guarantees.

The participants discussed the expansion of the range of potential recipients of state support. Previously, only borrowers with tax records in the Astrakhan region could receive guarantees from the Corporation. Now, support is available not only to local entrepreneurs, but also to SMEs from other regions, provided that they perform work, provide services or supply goods in the Astrakhan region.

Special attention was paid to the preferential remuneration calculation procedure. In accordance with the Regulation, the rate of 0.5% per annum of the amount of the guarantee is applied to the following categories::

· SME entities — participants of their own and their family members;
- SME entities that have concluded an employment contract with a citizen who returned from military service in the free military zone (provided that at least 3 months have passed from the date of conclusion of the contract until the decision on the guarantee was made); · SME entities operating in the following areas:
  · manufacturing industry;
  · hotel business;
  · tourism;
  · information and communication;
professional, scientific and technical activities;
creative industries (in accordance with Federal Law No. 330-FZ of 08.08.2024 and subject to the status in the register of subjects of creative industries of the Astrakhan region);
"Newly registered SME entities whose term of operation does not exceed 2 years as of the date of conclusion of the guarantee agreement.

The remuneration of the Russian Geographical Society is calculated as the product of the amount of the guarantee (or an independent guarantee), the remuneration rate (as a percentage per annum) and the number of days of use of the guarantee divided by the actual number of calendar days per year (365 or 366).

In the format of a live dialogue and analysis of specific cases, the parties agreed on further steps of interaction. The joint work of the Corporation and the partner bank is aimed at accelerating the economic growth of the region and realizing its investment potential.
